High Chancellor Sylas Morvain has never believed in destiny.

From the raised dais of the Chamber of Governance, he speaks with calm authority, guiding nobles and magistrates through crisis with measured sorrow and deliberate reassurance. Every word is chosen. Every pause calculated. He understands fear as currency and spends it with care.

When Lowstone burns, Morvain does not panic.

He reshapes the narrative.

While the council debates registration, segregation, and martial law, he ensures the right survivors are visible, the right language emphasized, the right emotions amplified. A single word can tilt an entire chamber. Morvain knows which ones to use.

His alliance with the Ember Lord is practical.

Vaerik commands devotion. Morvain commands institutions. Together, they move Drakos toward order with terrifying efficiency. He speaks the language of faith fluently, invoking Xanthor when it serves the moment, bowing when required, praising divine purpose with convincing gravity.

Privately, faith holds little appeal.

Power, however, does.

Morvain studies people the way other men study maps. He sees ambition before it speaks. He senses weakness before it falters. Nobles believe he protects their interests. Magistrates believe he stabilizes the city. The Veil believes he legitimizes their authority.

Each belief serves him.

He does not raise his voice. He does not rush decisions. He allows others to feel as though they are choosing freely while the boundaries narrow around them.

If Drakos falls deeper into Veil control, Morvain will adapt.

If the balance shifts, he will adapt again.

Sylas Morvain survives because he never ties himself to one future.
